***NOTE TO READ***
In the past, sanding USED steel plates in attempt to "refinish" was a common practice.
Then long about 1998, dreaded and costly comebacks became a regular occurrence. :(
Why?  Very often, plugged filters were the cause of the complaints often costing shops hundreds of dollars in new parts due to oil starvation in the critical geartrain and differentials.
Filter media "felt" or "paper" had been re-engineered to filter much finer because of sticking solenoids...
Steel plates become grinding surfaces destroying the fragile friction plates plugging the filters with friction material.  Modern friction plates aren't like old school brake pads.  
Steel plates must have a certain smoothness for the frictions to hold once applied.  
Compare it to trying to stick a suction cup on a window vs. a cardboard box.
